Office of State Engineer

The OSE Database was created to give State Agencies a method to submit forms and other information electronically to the Office of State Engineer (OSE), and to allow OSE to manage data from all State construction projects in a way it can be accessed easily.

Forms in the database are those used to submit information and/or obtain required approvals from OSE. Forms that contain supplemental information or those that may be used by agencies on projects within their certification will still be found in the OSE Manual Appendixes.

To properly display the OSE Database, you must use Google Chrome or Microsoft Edge. Other browsers may get you into the database, but all information may not display accurately.

To comply with SC State IT security requirements, only registered users at State Agencies are authorized to use the OSE Database. To register as a user, please see below.

1. Each Agency is allowed a maximum of three (3) users.
2. To register as an Agency User, click on the button below (REGISTER AS AN AGENCY USER), fill out the pdf form provided and email to Michael Cooper at mcooper@mmo.sc.gov .
3. OSE will respond to your email when the account is created. The account Username will be the email address used to request the account. A temporary password will be provided that must be changed when the Agency User logs into the database for the first time.
